You probably may have encountered a problem at SL [Scriptlance] in the past. The problem I am talking about is of Slow Withdrawal Process: because of which, you may had to wait for little longer in order to get your money from SL.
In A1Newspapers Forum some users have posted thread where they were quiet unhappy because of this slow withdrawal process at SL.
In FAQs at SL, you can see that withdrawals are processed in 2-3 business days: however, in the past, many people were unhappy as their withdrawal requests were not processed even after one week.
So, many people contacted SL and asked them why their withdrawal requests are not processed in 2-3 days. This makes work for SL support people quite difficult as they have to reply to tickets plus they have to process the withdrawal requests too: hence the withdrawals are delayed even more because of the withdrawal related tickets.
But finally, SL has decided to solve this issue by restricting users to only request one withdrawal per month. That is: each month, a user can only request one withdrawal for Free. If a user makes 2nd or more withdrawals in one month time period, then for each additional withdrawal the user will have to pay a fee of $5.
I personally think that this is quite an ok thing to do. I personally see no reason to withdraw multiple times each month. People get salary each month right? So people at freelance sites should also get their money after at least a month.
