At EL, a person needs to select one or more categories for his account. Then this person will be able to apply for jobs which are posted under the categories which he has selected in his account.
For example: If there is a category called Data Entry and I select it in my account: only then I will be able to apply for data entry jobs which are posted at Elance.
However if there is another category: Copywriting: and I have not selected it in my profile then I will only be able to browse these jobs and will not be able to bid on any project which is posted under this category.
You can only apply for jobs which are under the categories that you have chosen in your profile/account.
