I personally have not used Payoneer Debit Card ever: so I do not know for sure how they convert US Dollars to other currencies: but after doing some research on the internet and as I have used other payment processors, where $ is being converted to my local currency, I can therefore give you a basic idea about how such conversion works: [I have got payments from AdSense using Western Union option]
When you are receiving money in a country where $ is not the local currency, you will then receive the cash in whatever the local currency is:
For example: In UK, you will get British Pound:
In India, you will get your money in Indian Rupees:

The real question is: What exchange rate will be used when you will receive your money in your local currency?
The money you get via Payoneer Debit Card can be classified as Remittance: exchange rate of Dollar vs Local-Currency will depend on the country where you live: for example: assume that someone in Pakistan wants to get his money via Payoneer Debit card: after doing some research, I have found that the conversion rate used for Pakistani users is around 2-4 Rupees less than the rate at which you can exchange US Dollars in the Open-Market:
As I am writing this article, Pak Rupee is above 86 against the $: which means that in Pakistan, you will get 86 Pakistani Rupees against every Dollar you cash:
Now if we take a look at the exchange rate used by Banks to convert US Dollars for remittance: this rate is around 83.60 Rupees:
Please note that National Bank Of Pakistan releases different kinds of exchange rates: for example: if you have a US Dollars Account, then you can cash in your money for Rs. 86.05 per US Dollar: but when you are getting money from a third party, like Western Union, you will get Rs. 83.60 per $:
I can carry-on explaining these things but the more I will explain, I believe, the more complicated will this topic get: so it will be better to just stick to the main topic:
You simply don’t need to worry about the exchange rate when you use Payoneer Debit Card to get your money from freelance sites, the exchange rate will be 1-2 percent less than the open market rates.
This is yet another disadvantage of using this payment processor: Payoneer Debit card could be the best payment option if they cost less fees and if we can get our money in US Dollars instead of the local currency : )
