I saw a question at Google Forums. The question starter stated that: he got a reply for the re-consideration request he submitted in webmaster tools. A Google Employee replied and confirmed that Google now send a confirmation message to site owners once their re-consideration request has been processed.
According to the Google Employee, this new feature was added due to the large number of requests from webmasters for adding this feature.
He further explained that: after receiving the confirmation request, if your site starts to appear in SERPs, then it will mean that your re-consideration request was approved. And in case your site is still not indexed then there must be something that would still be violating Google Guidelines.
