ATI Catalyst Control Panel is installed in your system along with the Drivers. To open it, simply go to the Desktop and right click.
I am using Win 7 and I see the Catalyst Control Panel icon on the Top in the Menu after right clicking.
And to access AMD Overdrive, look for the Performance Tab on the left hand side. Clicking on it will show you the AMD Overdrive icon.
In case you do not see any Catalyst Control Panel icon in the right click menu, then I suggest you download the Latest Drivers from ATI Website and install it.
